Help data connection lost

in android v6, i have to cycle between mobile data on, mobile data off, mobile data on, to change app's or urls-(HTC ONE M8).

I don't really understand your question. You have to disconnect and reconnect data to open and close apps? Also to change which URL you are viewing in a browser?

Could you explain the issue more fully please.

Howdy, thanks for the response.
When I open an app like YouTube, or my HTC or Chrome browser, they can't make the server connection until I turn my mobile data off, and then back on, in Settings. Once I'm in a browser, or an app like YouTube, I can't change to a different tab, URL, or song, without the same process: mobile data off, mobile data on.
