data network opens up as soon as deactivated

Here is a problem. After I updated my SGS2 i9100T to ICS, even after I deactivate the Data network, in 10 minutes it automatically opens up. Similarly in the presence of any wi-fi network my wi-fi connection gets activated. I have stopped the google sync, stopped the email from syncing automatically but this behaviour continues. This unnecessarily drains my battery as well as Cellphoe currency. Any solutions??

I have been using Galaxy S2 for 6 months. All my contacts and calendar entries have been successfully synced to Google contacts and calendar until after my recent trip to the USA. Since June 19, I placed a news simm card into my S2 phone for making calls in the USA, my contacts and calendar entries could not be synced with my Google. I returned home, replaced my original simm card. Still I could not sync the contract and calendar entries. Please advice how I can sinc both contacts and calendar entries between S2 and Goodle. Thanks.
