Help data restrictions ignored

recently it happened to me that the phone ignored the restrictions for background data. it consumed a massive amount of data and my plan was exceeded. this is not the first time it has happened and i am angry & disappointed that this important OS feature is worthless!

in a day about 20% of my monthly data were consumed. since i am watching the behaviour closely i can pinpoint that in this particular case play store was responsible. the app has restricted background data but obviously this is ignored. from the day before to today it jumped on top of the list of apps which consumed mobile data.

is there a way to gain control back over my data usage without rooting the phone? it is android 6.

You haven't said what device you have, but on my HTC M9 there is an option to set a limit on mobile date usage and to set an alert :-

I don't know why your device ignored the background data settings, but an overall limit on data usage would prevent it happening again, if you have this option.
 
i have a Motorola g3 and see these options. but the set limit doesn't work. there is a huge spike over the specified limit in the data usage graph. it is highly suspicious that i set a background restriction for the Play store and and data usage for this app reads: foreground 0 b, background 15.60 mb. this is a violation of my setting. Background theoretically mustn't exceed zero.
 
only update over wifi. which does not what it says it does. i now set it to never update if i dont allow it. hope that helps?
