Root Data + Rooting?

Hi,

Today, I purchased a Fusion 2 at ATT store (since purchased in store, they forced $65 pre-paid credit on me). They also told me I could use data at 1 cent / KB (I'm on the 10 cents / minute "go phone" non-plan). In fact, so did a representative on the phone. Fail. The salesman even set my data settings to "off" so it wouldn't eat up my dollars.

Then, I wrote an app to initiate an outbound TCP connection (MQTT), and noticed I couldn't connect. I read over the plan more carefully, and noticed data was only for "non-smartphones". I'd have to purchase a $25 plan + $5 a month data plan. WTF, this is supposed to be a "go phone".

It's cheaper to send my data over TCP. Like, seriously cheaper. Plus, MQTT has a quality of service level, so I can rest assured the message from the phone went outbound.

SMS is more expensive and less reliable, so I don't want to go that route.
Android won't let me input the data over a call by pressing DTMF tones, either, so I can't go that route (I tried).

Seriously, today was just a mass of failures. Thanks, ATT.

Most important questions:

If I unlocked the phone, would data work at 1 cent / KB? Could I mask the phone type, or would it be picked up as a "smart phone" still?

I have a win win what ever you do don't install my ICS baseband just yet for their might be a way I can fix it and we all will still get 3g
