Recently, after flashing to Valhalla Black Edition, I've had the problem with a slow data connection over 4G. This is three part.
The first being that the signal bars go from grey to blue. This has been discussed an infinite amount of times, but no real concise answer on exactly why it happens so frequently.
Secondly, when the grey bars are on the screen, and data enabled, showing the 4G symbol, data works sometimes, but mostly not. When the blue bars show, along with the blue accent for the 4G symbol, the data is incredible slow (EDGE slow).
WiFi is off. Data enabled through Use Packet Data (Settings->Wireless and Network/Mobile Network). Grey bars still appear even though I'm in service. All Google's services are signed in, logged on, or otherwise (unless I'm missing something). I've attempted the clear Google Framework Cache, but to no avail. Multiple times. Restarted phone. Same result.
WiFi signal seems to have the same problem, though rarely. Grey bars all around. WiFi calling enabled given the home I live in has terrible service and has constantly dropped calls, hence enabling WiFi calling.

I can't imagine it has anything to do with the WiFi being turned on. What I would think it comes down to is how fast the cell phone connects to the 4G network, consistently and accurately, what Google Services settings need to be changed to have them logged in constantly, and if there are any settings in VBE that need to be adjusted.
With the cell phone (Samsung Galaxy S T959V on T-Mobile Network, Duluth, MN) I've had great reception nearly everywhere, with the exception of my home. Great service twenty feet down the road, but once you reach my driveway there's essentially nothing for data/signal.
