Help Date and Time way off

I'm going off the server time (or whatever it is called) and I'm having really annoying problems with it
1)When I set it manually apps tell me its wrong
2)if you are wondering how off it is it is actually 10:50 am on the 28th but my prime thinks its 4:50 pm on the 28th
3)I cant find an option to change the time zone maybe that's my problem?

I don't understand how you couldn't find it, its right underneath where you change the time manually.
