From what I recall, it was a persistent problem with the small OTA update Motorola rolled out shortly after the X's initial release. I was under the impression that this had been fixed, but obviously this isn't the case.
It's a software-side issue, that only Motorola can fix. I'd suggest calling Verizon and requesting a replacement device (assuming it's been 30 days or less since you took ownership of your device).
