How do I debug usb on a Samsung galaxy 3?

That depends on what it is that you're trying to debug. USB debugging is usually used to debug the phone itself, or the software in it, using the USB port to communicate wih it.

To turn on USB debugging you need to enable the developer options menu.

Goto Settings | About Phone and tap the Build Number 7 times (I think) and it will enable the menu. Go back and just above the About Phone menu you will see the Developer Options Menu. Simply tick the box for USB Debugging and you should be good to go.
