decline phone call with text message??

Does anyone know if it is possible to decline an incoming call with a text message while using the 'VM Evo V 4g' phone? I see an option under the 'settings' of the 'phone' app. called "Edit default message" and assume this is used for declining calls with a message but for the life of me can't figure out how to do it when I receive a call. Can someone enlighten me please??

When someone is calling you, I believe you press settings button at the bottom of your phone the one next to home button, and then you will see a pop up for mute or send message.
