Help Defalut Application installion root changes

I Tried following way

Android SDK installed.
cd C:\android-sdk-windows\platform-tools"
"adb devices"
"adb shell"
A $ sign pop up
"pm setInstallLocation 2"
Another $ pop up

Rebooted the phone and but still installing application to phone memory.
pls help.
