I have gingerbreak and and Titanium Backup installed, the phone is rooted. I happen to use TB to remove the updated Google Market Place and it deleted the entire thing not just the update. Now I can't update any of my apps / phone or download any new ones. I tried downloading the current version of Play store on my computer and transferring it to my phone, it installed okay, however, when I run it I get a forced closed error. How do I go about re-installing market place on my phone?

When you put the apk on your phone, you need to tell the phone that you accept apps that come from other locations (that are not the Google Play).
From your homescreen:
"menu=>settings=>security" and then tick the "unknown sources"
Try this and let us know if you are able to install Google Play
