Do you have any lock screen control apps installed? Is fastboot disabled via the power menu in settings?
I can't say I've heard of this issue on stock ROMs before, but it has been an issue with various versions of CM10. Are you running stock or a CM10 ROM?

Not much unfortunately, sorry 
If it persists after a Factory Reset, then it' almost definitely hardware related. I'd give HTC or your network a call as it will still be under warranty.
