Did this problem occur after you installed Whatsapp? If so, that suggests Whatsapp may have changed your phone's settings, e.g. the APN settings. If you uninstall Whatsapp, does the problem persist?
I don't know Whatsapp, so there maybe settings within it that may also need changing other than your phone's.
If the problem is because of the APN settings, then, if you tell us who your network provider is we can hopefully supply you with the correct APN settings for your phone. If this problem occurred after you installed Whatsapp, then it might have changed those settings, or your original settings weren't correct.
Alternatively, you can go to your network providers website or call them to find out what the APN settings should be and how to change them, if necessary.
The other thing it might be is that you have an app or service running that's restricting your web access, i.e. some kind of firewall or parental lock.
