Issue:
The phone had been having problems where it would randomly reboot and then get stuck in the boot loop.
I found a few places that said a reflash may work, so I gave it a try. I used HTC's update utility which appeared to be going well, but it got to about %62 and errored, leaving an exclamation mark at the end of the progress bar. I tried the recovery steps as per HTC's instructions, but after unplugging the phone's battery, it now won't turn on and plugging it in to charge doesn't turn on any LEDs. I can't even get into the recovery screen.
