Desktop shortcut (ics)

I have a shortcut on my desktop that takes me directly to my Android battery usage. I made the shortcut while using gb. I can't figure out how I did it, as it doesn't appear to be an app. (its under system settings). I want to do the same for data usage. Any ideas as far as how to make the shortcut?
 
Are you sure it's not an app? Sounds like something exlir or an external battery widget would do. I don't think there's a way to create shortcuts directly to system settings menus. Someone feel free to correct men of in wrong.
 
It is actually a widget. Open app drawer, go to "Widgets" tab. It is the "settings" widget. Drag it to your desktop/homepage where you want it. When you place it there, it will open to which setting you want to control. Tap on "data" usage"...

Its in widgets. Go to apps,then at top tap widgets, keep swiping to the left until you see a widget called "my verizon data" hold it and place it on a homescreen! ;)
