Developer options for another account

I have two accounts right now on my tablet, and I know how to enable developer options. Both accounts are owner accounts, but on the other account I can't enable developer options. Of course, I tried tapping the build number 7 times, and all that, tried installing a developer options app, and nothing worked. Does anyone know how to do it on other accounts? Thanks 😉
