Help Df-pps-40 error google play

I can only get free apps...cant purchase any new ones or make in app purchases HELP...ive only had this phone two weeks...grrr...have cleared cache and data of google play already and restarted...non rooted phone..no bells and whistles...just want to lose this error message...

try this: go to applications, manage applications, all applications, search and click on Google play store, click on clear data and again on clear cache. go back.
Search & click on Google Services Framework, again click on clear data.

See if the above fixes it!
