Help Dialing delay

My MAXX has started to exhibit the same problems I was having with my old Droid X. This particular problem is a dialing delay. I'll tap a number to dial and nothing will happen so I'll try again. Eventually, both calls go through at once (or as many times as I've tried) and there is an option to merge calls. I haven't timed how long it takes yet. Generally, restarting the phone helps for a while. I'm just resigned to give up on Motorola next upgrade and hope it's not just the OS in general.
 
Where do I find that? I assume you meant to go to Manage Apps? I didn't see dialer listed, but I do see Phone. It shows 0 cache.
