Disable data for ALL apps?

So I got a Nexus S this month, I don't have a data plan yet, I just swapped out the SIM from my old dumbphone. I thought disabling data in the settings was enough to turn it off entirely, until I got a text from Koodo which said my data had exceeded 20 dollars and I could have saved money getting a plan.

Derp.

What seems to have happened is that the setting is not global, apps that are set to synchronize on a routine still run with or without that checked even off wifi. So I wonder if there is any app that will disable data use for all apps?

Airplane mode....then turn wifi on
 
That was disabled. I think it might have been a bug in Juice Defender that re-enabled 3G, despite saying it would let the user settings take precedence.
