Help disable host mode

I have hub usb without otg. If i connect my device to hub device is in host mode and battery can't charging. How can I in software switch between host mode or charging ?
 
I don't know the answer, but is this a powered hub? If not then the current it will provide will be even lower than the normal USB socket, and I wonder whether that might be part of the problem?
