Help Disable Internet?

Is there a way to disable all internet functions when I'm not on a wifi network? On my old phone, it asked me everytime I clicked "web" if I wanted to use data internet or use a wifi network--can I set up something like this? I have a very limited internet plan on my phone, and I don't want internet applications running when I'm not specifically looking to use them

2 ways:

Settings, wireless and networks, mobile networks....turn off packet data.

Or, i use a widget called "Data Enabler" that does it with just a touch on the homescreen.

I use an app to make sure that no data can be transmitted without me
turning on the app, and allowing the data to be uploaded/downloaded.

I use the HD Widgets app switch to turn off/on Data, Wifi, and other
things...see my phone screenshot below. There are other apps that can
do the same thing if you don't want to buy the "HD Widgets" app.
