Is it bad to fully discharge the phone battery? I've read that discharginging the battery is not needed for lithium ion batteries and can have a negative effective on it, is it true?

It's not the worst thing you can do, but it's generally better for Lithium Ion batteries to be partially charged/discharged.
I will let it go flat on occasion, but I tend to start charging mine when it gets to around 40% if I can.

ahh thanks man. but what if i charge the battery everyday when it hits around 80% remaning? would this be good, bad or hav no effect at all
That should be fine. Batteries lose their charge anyway, just full charge/discharges hasten the effect.
