Which smartphones brands has the manufacturer not turned off the "Display over other apps" by default in budget android phones running on Android 10,11,12,13 Go editions as is the case with most Nokia android phones?

Mine does though,but sometimes it requested them depending on the app.

Go editions.....I doubt you will find such features turned on.
