Help Display settings don't survive a reboot.

This is very strange. After a factory reset to fix the loss of lockscreen problem, my phone will no longer remember display settings after a reboot. Screen brightness level, auto brightness checkbox, and screen timeout don't survive a reboot. After a reboot, the screen brightness level sometimes is sometimes some random value, but usually 100% while auto brightness is always unchecked and screen timeout is always 1-minute.

I'm honestly not 100% sure if this is a new problem or not because I seldom turn off or reboot the phone, but I feel like it wasn't like this before because I think I would have noticed it.
