Ditch the SII stock browser for chrome?

Yep, same as Codegerm. Couldn't fault Dolphin Browser. Also, the only way I would change to a different browser would be if The GO Dev Team released a browser. (Which I can't see happening).

The GO Dev Team. <3

I read somewhere that Dolphin asks for some wild permissions and that is why many shy away from it. Any truth to this?

I don't see any out of the ordinary permissions for for Dolphin or Dolphin Jetpack. I use it because it is a full featured browser, and supports plugins. I use it in desktop mode cause I don't like the way most mobile pages look. Oddly enough I find the browser more like the Firefox on my PC than the Firefox for Android.

The plug ins are what caused it to need all the excess permissions. It was more a cover the arse thing than an actual need for the permissions. Not sure if it's even like that anymore though cuz I've been using Opera for quite awhile.

Yes I know, even with the ability for plugins, the permissions aren't out of the ordinary.
