Apps Do I need a plan for a Galaxy tablet

Hello, years ago I wrote a Java Game and gave it away for free. I was thinking that I would like to modify the code to run on an Android phone. However it would look much nicer on a tablet as the more screen space the better. So really what I would like to do is to put it on a tablet. A friend want's to sell me his Galaxy tablet. So I thought I would just modify my game app to run on a tablet instead because of the need for a bigger screen not provided by a phone.

So here is my question. If I purchase the Galaxy tablet from him, do I need a service plan from Verizon?

I hope not. Because all I want to do, is to write my code. Copy it over to the Galaxy tablet, and test the game their. Once complete I need to upload it to the Android app site. I am new to all of this, so please be patient and if you are knowledgable answer my question.
