do launchers use additional resources?

If I were to run a launcher, would touchwiz still be running in the background - sapping up additional resources- or would the launcher simply replace touchwiz, causing the phone to run more efficiently?

I will still run in the background. You can remove all the widgets and icons to try and minimize the resources it uses, but unless you are rooted and able freeze it, it will stay running.
