Non of my devices have that "Government Root Certification Authority" one.
in order for apps to be installed with your system apps, your phone needs to be rooted. and rooting these days are not as easy as it used to be., you will need a computer and have adb and fastboot setup on the pc. so unless you gave the phone to somebody unattended, then i think you are in the clear.
Though if you bought some backstreet device from AliExpress I'd not rule out something unwelcome being pre-installed by the person who made it...

Anything saying 'Government root cert' would be a huge red flag for myself. But then it could be part of some sort of CovidPASS Digital ID thing which also scares the hell out of me.
