does factory reset remove root access?

No Root access wont remove by factory reset if u want to remove it then you need to flash stock ROM or delete the su binary from the system/bin and system/xbin and then delete the Superuser App from the system/app.
 
With my Motorola or perhaps it's the Verizon phones, it certainly does remove root access. It also removes the superUser.apk. However, the phone still has the flag enabled to indicate that is has been rooted in the past, to void any warranties. They're playing dirty!
 
Factory resets wipe your data, cache, and dalvik cache partition.

Anything in the system folder will remain, which is where your su and root files should be installed
