If an apps does not have the user's authorization or acknowledge to access his data, for example, an apps which is not authorized, changes the user's system setting and collects the user's accurate or approximated location, is it already considered to be illegal?
Once Google finds out an illegal apps, would they ban them permanently or even charge them? Or just probably only take them down from the apps shelf?
