does gps use data

It may not be perfect, but you can use a bare bones version. When I was on a road trip once, using Navigation (with my data package), I got a phone call. I was on VZW, so my data stopped (CDMA can't support voice and 3G data simultaneously). But Navigate continued to work without data. It wouldn't show me my real time position, but it would show me my next turn and when I was approaching it.

So if you load up Google Navigate while you do have wifi, then turn off wifi, you should see your route's turn points, still. Give it a shot while in your neighborhood. Turn on navigate and have it direct you to a grocery store or something like that.
