Does the Charge have an unlocked bootloader?

I have to get a 4G phone this week, either TBolt or the charge, I'm leaning towards the charge... But I have a couple questions

1. Is the bootloader unlocked? Do we know?

2. Does it really feel that 'plasticy' ? And, do the buttons already feel worn down?

Everything we know of points to yes. There is currently a port of cwm that is not quite working yet that is being developed by imnuts so im sure if it was locked we would know by now.

I like the feel of the Charge. Its not the feel of cheap plastic. The buttons are holding up well. I have had mine for 3 weeks and its still as if it was new out of the box.
