doesnt boot past rainbow x

i had to send my nexus 7 (2013) back to google because it didnt boot past that rainbow x . now i am wondering if i am at fault i restore my apps from my account witch were from a nexus 7 (2012) tablet that was rooted so there were some rooted apps restored to my new tablet that wasnt rooted would that be a problem . the tablet booted perfectly the first time i tried it after the app restore it didnt boot
 
The tablet booted, then you restored your rooted apps from a different tablet, and it subsequently refused to boot?

Yep, I'd say you're probably at fault.

You should have done a factory reset on it; that would have fixed you right up and let you start back fresh. Hope Google doesn't deny your warranty, but next time if you make a software change like that and the tablet has issues, try a factory reset - it will clear it up virtually all of the time.
 
when should i have done a reset i couldnt git into the operating system nor go into bootloader recovery that little green man showed up with a message saying no comment . how should i start when i git my new nexus 7(2013) ? do i use a different email address and start from scartch? thank you for reply . :o
 
At the "no command" hold power button and tap the volume up button, then you can select factory restore. Hope this helps!
