Doubts about porting android

[Android Question]

Hi for all, recently i begin do study Android, because of project that i'm involved. After a certain time we begin to consider two options:

1 - Mod android, for adapt to ours needs. I think this option a lot more complex; or
2 - Make an app, but in this case we have to programming various things that area already implemented in Android.

I don't have much experience in Android development, so based in yours, what would be the best choice?

"Android" is basically Linux, so consider what you'd do in Linux.

As far as an app to do things "already implemented in Android", there's probably an API for them, so all you'd need is a call to the API.
