Hello and welcome aboard. Sometime knowing what device you have make the problem a little easier to diagnose. Anyways, here's a solution I found for this type of error message.
"The solution is to clear the proxy:
Settings / Wireless & Networks / More... / Mobile Networks / Access Point Names (APNs) / MOWAP / Edit Access Point screen
Clear the proxy and apps should now download over the network".
