Help Download issues

I'm having problems download anything using my normal phone signal. Can't download anything via browser or play store. can't even save an image.
I can browse fine though. And everything is fine on my WiFi.
I have full hsdpa signal 90% of the time so it's not that. The download pops up in the notification bar but doesn't start and eventually says unsuccessful. Any ideas?
I've restarted. Had sim card out. Everything I can think of. Started about 10 days ago but didn't bother me much, but is starting to now lol

Where do you live? It could be problems with the Providers towers.

Didn't reset before! And in Derbyshire. I have no problems browsing, streaming. But if I try to download any files or even a image, it just constantly loads!

its such a strange issue you should give the 'wows" because nobody else has a fix

what did your carrier say?

They can't see any problems. They Can't understand how I can browse. But not download. Especially when I have near perfect signal

Did you restrict background data or select that option? If you did make sure to untick it on the "Media Server" that contains the download manager package. Please go to data usage in setting and check if restrict background data is on which can be disabled by clicking the menu button and untick.

Thank you dual. That was it. I have never ticked that option though! I haven't done into any of the apps to restrict them. I haven't got any restriction on. Only a warning! Thank you very much.
