Downloading apps via USB

I've a particular situation that I've searched the web thoroughly and although I'm sure the answer is out there somewhere, I've not been able to put the right search words in order to find the solution.

I do not have a wifi router in my house and I've got a limited data plan on my Note 2.

When I was using the iPhone, and I wanted to get apps, I would go to the app store on my pc using iTunes. I would find the app I wanted, click on it, and whenever I had my iPhone plugged in, I would click the option to sync. After that, any apps I had chosen would go from my iTunes on the pc to my iPhone via the USB connection.

There have been times that I've been able to do it this way using google play, and MobileGo and SnapPea. But then there are times when the process won't go thru. And with Google Play, I get the message that the app will be installed soon on my device. Then, whenever I turn my data signal on going to the web for reading the news, Google Play kicks in and starts downloading the apps I've chosen thereby using up my data.

Now I know there's probably a way to stop Google Play from syncing OTA so I'll go ahead and stop those that would enjoy getting sidetracked and offering this piece of advice thereby earning themselves a pat on the back.

What I'm specifically asking, (and please pardon the arrogant tone of the paragraph above, I could edit it out, but hell I'm arrogant only because of some incredibly dumb internet posters that make me feel so much smarter, not that I am of alien intelligence,but I won't. ) is this:
HOW do I go about plugging my phone into my computer and clicking on an app and having it go directly to my phone.

I already know about USB debugging. I've tried toggling it on and off numerous times. I also know about samsung drivers, there all up to date. KIES sucks and I've tried it too.
 
So far as I can tell, there's not a way from the Play Store. There MAY be a way from the Kindle store, and there are some apps that allow you to download the APK directly from a website. I'm sorry to say, your best bet MAY be to find a Starbucks or something with WiFi and try there. I've often wanted to do the same and can't find a way to pull it off.
 
if you want a alternative cheap solution to a wifi router you could get a cheap wifi usb adapter (the ones that let you connect to wifi routers) and set it up as an access point, connect your phone to the internet via your pc (effectively tethering your phone to your pc)

it may even be possible to do the same via bluetooth's network stack but last time I tried I gave up on it working via bluetooth.
 
Might you have been reverse tethering, i.e. sharing your computer's internet connection via usb? That would then look like what you describe (you connect the phone via usb, click in the Play Store, and the app is loaded on the phone) but it's actually an internet download to the phone same as it would be over WiFi or cellular data.

Problem is, I've no idea how to set up reverse tethering (never had the need).
 
I've tried just about everything to transfer/install from PC via USB to phone. Not happening. There are a few apps that will do it from some sites.

When I was on the iPhone, I could use iTunes to do this. So, what I've decided is that I'm going to keep this Note 2 in excellent condition and then when the iPhone 6 comes out next year I'm going to sell the Note 2 and buy the iPhone.

I never imagined that Android could be this bad. Stupid stupid stupid. I've now had experience with the iPhone 4s, the Windows phone (Nokia 900) and Android (Galaxy Note 2).

The only reason I sold my iPhone was because I wanted a bigger screen. Yikes that was stupid of me!!!

Google-Android is ruining the world of technology. They are like the Wal-Mart of the industry.
