How do I download photos from my Android Samsun Galaxy S3 to my PC.

Welcome to Android Forums.
Download a file manager like ES File Explorer. Look in both sdcard0 and extsdcard. Look for a folder labeled DCIM. This will have your pictures in it.
If you can't get the computer to recognize your phone you will need to download and install the USB drivers for your phone (phone unpluged from computer during install, then plugged in after reboot). You will then need to go to phone menu/settings/applications/development and make sure the USB debugging box is checked.
The USB drivers can be found at the Manufactures site.

The USB drivers should be in the All Things Root sub-forum for your phone (scroll to the bottom of the Galaxy S3 forum for a list of phone specific sub-forums). Then look in the All Things Root Guide sticky.
