Help Downloads Paused error msg keeps popping up. Why and how to stop it?

For the past few days, this annoying pop-up keeps alerting me about downloads being paused. It appears randomly on different applications and even on the home screen when no apps are running. I've restarted my phone and that didn't fix the problem. Any ideas how to stop it?

Turn the WiFi on to help the download maybe to big and the carrier data pausing may cause the app to act up . try to download with WiFi connected it looks like you reached your download limit . I didn't look at the picture til now but yes u need your WiFi to update you reached your data download limit
 
I have the same issue. It's coming from the Amazon app store, trying to auto update apps while not connected to Wi-Fi.

There are two ways to solve I think. First would be to change the settings to allow bigger downloads over mobile data, but obviously that could have consequences if you are close to your data limit. Second would be to change the app store settings to not auto update.
