Download speed is largely dependent on the network you are using. If you're using 3G, a larger app will take a long time. If you're using wifi that's on DSL, a large file may also take a long time. Sometimes server congestion slows downloads, too. Considering the massive amount of traffic Google's been hit with the massive app sale it's having, I wouldn't be surprised if app download speeds have taken a hit.
