My galaxy note 1 acts like its charging, but instead the charger is draining the battery. What could the problem be?

The charger is a charger, not an external power supply for the phone. Some phones can draw enough current to run the phone and charge the battery at the same time, but most can't. Turn the phone off, charge the phone, then turn the phone on.
