How do save downloaded ringtones as a ringtone.

You can use an app like Tone Picker to choose downloaded tunes as ringtones.

Create a folder on your sdcard called "ringtones" and put them in there. There's also another cool app called "Ringdroid" that allows you to create your own from songs on your phone.
