Droid phone and data

So believe me I know that Verizon can not do data and voice at the same time but I have always wondered how when say I update my prl via *228 how does the file come to the phone without using data? Some sort of data has to be used to download this file. Does anyone know how this works? Also if it does use data, which I think it would have to, why can't they allow even 1X to work for data while on a call? Also I know with the skype mobile you have to dial out on the phone to a skype number and then the phone activates 3G while on the call so explain that lol.

It sends the data(tiny file by the way) in the same way that SMS texts come through while you are on a call.
