When attached to CPU my phone charges, but is not recognized by the CPU as an attached device.

Make sure you have the Motorola - Mac & Windows Drivers
Make sure you're using the original cable supplied with the phone.
Plug the phone directly into the computer, not through a USB hub.
If it's still not recognized you may have a defective phone.
