Try cleating the System cache. Go to Settings > Apps > All (on the top) >Scroll down and find System UI > Click on it > Tap on Clear Cache. Hope this works....

Link? Not familiar with what that is? Android WEB UI?
OP's system UI has stopped, so not sure what you are suggesting, sorry
