It's a widget app, it needs to control bluetooth, wifi, if you ask to turn on gps, it says you want to know location...etc
No need to worry, any widget app needs a lot of permissions.

The app was updated ( one update to come today ), it wont hang anymore.

Do mention that the app is not completely free
In app billing is involved in form of coins.
And with starting balance of 7 credits you can only have two widgets .
Doesn't hang anymore but the widget looks blurry on my ldpi(240x400) screen.
The text/widgets on initial app launch was blurred .When I downloaded the turtle widget ,the text and widgets became clearer
Technically all aren't toons.Some are famous personalities outside the toon world.
The toon concept and some of the names you gave them are hilarious (Super Italian 8-bit Plumber's bro)

P.S. :The Widget fails to initialize after reboot

It is better to charge upfront for an app than charge ridiculous prices to make one cartoon. Like 6 bucks for one little android cartoon. Stupid people could spend over a hundred dollars trying to collect cartoons. Don't be greedy.

Actually he is charging 3.5 euros for 50 coins.That will be 10 Toon-Widgets .
His method of charging makes sense .Why
A.)No annoying ads
B.)People can have choice of one widget and one standard widget .That acts like free version
C.)People who pay ,have a choice over the widgets they want.
