Does Android have an app which will play movies straight from a USB DVD Drive?

AFAIK no device supports USB hosting or whatever it is that is required to run devices off the USB port.

I have an Acer Iconica A500 tablet running Android 3.0 Honeycomb. It has 2 USB ports. Can I play DVD movies from an external DVD player or even transfer them into my SD storage and then play them?

I don't think you can connect a DVD drive directly to the tablet, unless Acer supports it or promises to support it in future.
You can however, rip a DVD, transfer to SD storage and play it using a capable player.
