There are plenty of ways to do it.

Amazon's Kindle store has thousands of new free titles each day. Most of them are self-published but there are some gems in the bunch. There are many web sites listing the new ones each day (I like ereaderiq.com but there are many more) and cataloging old ones. You can use a web browser on your tablet or computer to "purchase" the free ebooks, and use the Kindle app to access and read them.

Barnes & Noble's nook store also has similar free ebooks, but less attention from listing sites.

You can use Project Gutenberg to download all sorts of classics and a few more modern books.

You may need an app that reads ebooks. Moon Reader is popular. Aldiko is too. Search the Play store for them and you'll also see recommendations of similar apps.

I recently tried this app that catalogs and downloads free ebook content on Project Gutenberg and some other sources, and it seems to work:

It does include some mildly annoying ads though.
