Apps Eclipse: Run>Run Config>Run="No Compatible Targets" ?

OK, I followed the instructions here and installed Java SDK, Android SDK, and Eclipse.

Then created the testrun project per instructions.

Then followed this instruction...
- The last thing we need to do before we run our test application is set up a run configuration. In the menu, go to Run -> Run Configurations...

Then this instruction...
- Double click on Android Application and it will create a new configuration. Give the configuration a name, and click browse for the project.

then this instruction...
- Choose your project, click OK. Now click Apply, then Run.

Dialog Box then prompts me...
- No compatible targets were found. Do you wish to add a new Virtual Android Device?

I click "Yes" but...
"Choose a Running Android Device" doesn't look like a good choice so...

I then click...
- Launch a new Virtual Android Device

BUT am then told... "No AVD available"...
... so I click Manager

BUT I don't see an option to install AVD... ???

Can someone please advise me on...
1 - How do I install Android Virtual Device AVD's?
2 - And I see Android 4.0 (API 14) is installed... but I want to play Android 2.3 as that is the current Tablet and Phone I have... Will Android 4.0 (API 14) let me create a demo app for Android 2.x? If not how?

In Eclipse, Window > AVD Manager will let you create an AVD.

Also in Eclipse, Window > Android SDK Manager will let you download and install the Android 2.3.3 SDK Platform.
