I had apps on my SD card for my Elipsis 7. I still have the apps but my SD card is empty. I am not able to move anything onto the SD card. Do I have to install a new one? Also the it has not updated itself since 2015 .

Could be your SD has failed. Possibly check it with another device or a PC, see if it's OK or not, and that should rule out the phone.
SDs being what they are, can and do wear out and only have a finite life. Possibly you had some app that was constantly writing to it, when it was moved, and caused it to fail prematurely.
